The water is coming out dirty/gray after I installed the filter. Is this normal?

Yes, that is normal. There is a carbon block inside the filter, and sometimes during shipping, the filter gets knocked around, causing some of that carbon to become loose. If you drain 2-3 gallons, the water will become clear.

After installing a new filter element, the water flow rate is slower. What should I do?

Don't worry, the filtered water is cleaner. We use activated carbon from Sri Lanka. The carbon rod has a honeycomb hole of uniform size, which can better intercept the particles in the water.

Is this an exact replacement, filtration and all, of the GE XWF? Meaning, is it certified as NSF 42, 53 and 401?

Yes, it has certified NSF 42 and IAPMO certification.

What is the difference between this product and XWFE?

This product does not contain a chip, so "XWFE" cannot be replaced, but you can find related methods on YouTube to replace it.
